Janice Bryant Howroyd

Janice Bryant Howroyd was born on 1 January 1952 in Tarboro, North Carolina, one of eleven children, and attended North Carolina Agricultural and Technical State University before moving to Los Angeles, where she initially worked administrative jobs before identifying an opportunity in the emerging temporary staffing and human resources industry during the 1970s.

In 1978, with just $900 in savings and a fax machine reportedly obtained by mortgaging furniture, Howroyd founded ACT-1 Group (Act One Group) as a staffing and personnel agency, beginning what would become a decades-long enterprise built through sustained, deliberate expansion rather than external venture capital or major institutional financing, a distinctive bootstrap growth model.

Howroyd built ACT-1 Group into a substantial international staffing and workforce solutions company over subsequent decades, expanding services across recruitment, human resources consulting and workforce management for major corporate clients, growing the company entirely through reinvested revenue and careful, sustained management rather than significant outside investment.

By the mid-2010s, ACT-1 Group had grown to generate over a billion dollars in annual revenue, making Howroyd the first Black woman to build and own a company valued at that scale in American business history, a landmark achievement in a business built without the venture capital access that has often proven a significant barrier for Black women entrepreneurs seeking to scale enterprises to comparable size.

Howroyd has served in various government and civic advisory roles, including as vice chair of the Los Angeles Southern California Leadership Council, and has been a significant advocate for workforce development, entrepreneurship education and expanded access to capital for underrepresented business owners, drawing directly on her own experience building a major enterprise without significant outside institutional financing.

Howroyd has received numerous honours recognising her business achievement, including being named to various Forbes and Fortune lists of significant business leaders, and continues leading ACT-1 Group's operations. She remains a significant figure in American business history, her billion-dollar company built from $900 in savings representing one of the most substantial examples of sustained, self-financed entrepreneurial growth by a Black woman business owner in the country's history.
